Center for Open Educational Resources and Language Learning. The Center for Open Educational Resources & Language Learning (COERLL) is one of 16 National Foreign Language Resource Centers (LRC's) funded by the U.S. Department of Education. The overall mission of these federally-funded centers is to improve the teaching and learning of foreign languages by producing resources (materials and best practices) that can be profitably employed in a variety of settings.
This is "an Open Access online journal which publishes original research articles, reviews, short articles and guest edited single topic issues in all areas of applied linguistics".
e-FLT - the Electronic Journal of Foreign Language Teaching is from the Centre for Language Studies, National University of Singapore. It has archives dating back to 2004.

The NECTFL - North East Conference on the Teaching of Foreign Languages<. They say: "The articles deal with pedagogical strategies, materials and curriculum development, language teaching technology, the teaching of literature, assessment, community awareness projects and international studies. Manuscripts from teachers and teacher educators at all levels, pre-K through university are encouraged."
